It is permissible to take a bath and even change the Ihram.
Sheikh Ibn Uthaymin said in a fatwa that it is okay for a Muslim to take a bath, it is proven from the act of Prophet Muhammad (Peace Be Upon Him) who performed Ghusl while being in the state of Ihram.
