Upcoming projects in Madinah and Makkah cover hotels, homes, shopping, cultural districts, entertainment and health tourism. The developments sit close to Masjid an-Nabawi in Madinah Al-Munawwarah and Masjid al-Haram in Makkah, and are aimed at visitors and residents of both cities.
Knowledge Economic City in Madinah
Knowledge Economic City (KEC) in Madinah is a hub for knowledge-based industries, tourism and sustainable urban living, according to the Economic Cities and Special Zones Authority. A residential project of 2,700 apartments is planned inside the city, near the Multaqa Madinah commercial centre. Its expected revenue is SAR 4 billion.
Rua Al Madinah: Hotel District Beside Masjid an-Nabawi
Rua Al Madinah is being built east of Masjid an-Nabawi on about 1.5 million square metres. It is developed by Rua Al Madinah Holding, which is fully owned by the Public Investment Fund (PIF). The plan is 47,000 hotel rooms by 2030, and the project is described as the largest hospitality project in the world. Saudi Press Agency (SPA) links it to the goal of hosting 30 million Umrah pilgrims a year by 2030.
A newer Fairmont Residences Rua Al Madinah development has also opened registration for 120 luxury homes beside Masjid an-Nabawi.
Qalb Jabal Uhud: Wellness Resort in Madinah
Qalb Jabal Uhud plans a wellness resort in the middle of Mount Uhud. The first phase includes a cafe and restaurant complex, a clinics complex, and a facility on top of the mountain with views over Madinah.
The mountain’s historical importance is linked to the Battle of Uhud, one of the major events in early Islamic history.
Multaqa Madinah Knowledge City
Multaqa Madinah is the commercial centre of Knowledge Economic City. It includes inner and outer boulevards, a 45,000 square metre public park with entertainment activities, restaurants, cafes and a heritage area. Once all phases are finished, it is meant to be the main meeting place for Madinah residents and visitors.
Jadat Al Alam Al Islami: Islamic World Cultures in One Place
Jadat Al Alam Al Islami runs along King Abdulaziz Road, near the Haramain High Speed Railway station and east of Masjid an-Nabawi. It covers roughly one million square metres. The project is designed to bring together the cultures of the Islamic world in one setting.
SEVEN Entertainment City Beside King Fahd Central Park
SEVEN, a PIF company, is building a SAR 1.3 billion entertainment destination next to King Fahd Central Park in Madinah. It has 84,000 square metres of built area and six zones: family entertainment, bowling, Discovery Adventures, Play-Doh, an AMC cinema and karting.
King Salman Gate in Makkah
Crown Prince Mohammed bin Salman launched King Salman Gate in October 2025. It has 12 million square metres of built-up area beside Masjid al-Haram. The crown prince chairs the board of Rua Al Haram Al Makki, the company behind it.
King Salman Gate is also among the approved Makkah areas covered by Saudi Arabia’s new property ownership rules for Muslims.
Masar Makkah: 550 Metres From Masjid al-Haram
Masar Makkah covers 1,247,056 square metres in western Makkah. It starts at the Third Ring Road, crosses the First Ring Road at the western edge of Jabal Omar, and reaches the edge of the Grand Mosque area. King Abdulaziz Road forms its core.
The Royal Commission for Makkah City and Holy Sites says the project offers accommodation, walking routes, cultural and sports spaces, and homes. Umm Al Qura for Development and Construction is the developer.
The wider Masar area is also served by the Masar Bus Rapid Transit system, which connects the Haramain railway station with central Makkah.
Developed Neighbourhoods Programme in Makkah
The Royal Commission for Makkah City and Holy Sites launched the Developed Neighbourhoods programme on 20 January 2026. It covers unplanned neighbourhoods in Makkah and aims to rebuild them, improve municipal, health and social services, and improve the look of the city.
A new phase launched on 24 June 2026 covers seven sites: South Jurhum, Al Hajlah, Al Khalidiyah, East Hindawiyah, South Hindawiyah, West Hindawiyah and Al Zuhur. Together they cover more than 4.4 million square metres, with investment above SAR 16.3 billion, according to SPA.
Thakher Makkah: 320,000 Square Metres Near the Grand Mosque
Thakher Makkah covers 320,000 square metres, about one kilometre from Masjid al-Haram. Thakher Development, the master developer, says the project will have about 100 plots for hotels, homes, shops and services.
Radisson, Park Inn and Novotel hotels are part of it, and the Novotel is described as the largest in the world by number of rooms. The developer puts the total value at SAR 26 billion.
Indonesia has already acquired the Novotel Thakher City complex as part of plans to accommodate Hajj and Umrah pilgrims.
Makkah Gate: Housing Suburb Inside the Haram Boundary
Makkah Gate is the first suburb launched by the National Housing Company (NHC) in Makkah, in June 2024. It covers more than 5 million square metres in western Makkah, inside the Haram boundary.
The plan includes more than 8,300 villas, townhouses and apartments for over 38,000 residents. It also has 38 parks covering more than 730,000 square metres, and the first phase provides over 2,300 homes.
The development forms part of the wider expansion of residential opportunities in Makkah, including the Kingdom’s new property ownership framework for Muslims.
Al Huda Park: Shopping Destination on Makkah’s Fourth Ring Road
Al Huda Park is a retail and lifestyle destination on the Fourth Ring Road in Makkah, developed by Hamat. It has more than 50,000 square metres of leasable space and over 300 stores.
Al Andalus Real Estate said in a Tadawul filing that the project was about 68% complete by the end of April 2026, with opening planned for the first quarter of 2027.
