The Ministry of Hajj and Umrah launched the Comprehensive Package for overseas pilgrims who arrive through pilgrim affairs offices and overseas Hajj agencies.
Contracts are completed in one request on the Electronic Track platform (Al-Masar).
The package covers four core services, and optional enrichment services can be added.

Saudi Arabia’s Ministry of Hajj and Umrah has launched the Comprehensive Package for Hajj 1448 AH, according to the Saudi Press Agency (SPA) on 28 September 2026 (17 Rabi al-Akhir 1448 AH).

The package is for overseas pilgrims who arrive through pilgrim affairs offices and overseas Hajj agencies.

It brings together the basic services a pilgrim needs from arrival in the Kingdom until departure, in coordination with all relevant authorities.

How Contracting Works

The Ministry said the package is contracted electronically through the Electronic Track platform (Al-Masar) in a single request.

This simplifies procedures and organises the contractual relationship between three parties: pilgrim affairs offices, overseas Hajj agencies and service providers.

The Ministry said the system also raises the efficiency and transparency of contracting.

What the Package Includes

The package has four core services:

Services in the holy sites (Mashaer)
Hospitality facilities in Makkah and Madinah
Transportation
Catering

Optional enrichment services can be added on top. This lets pilgrim affairs offices and overseas agencies design programmes that suit the preferences of different pilgrim groups, under a clear and flexible contracting system.

Options that take pilgrims’ needs and preferences into account

Clearer and easier procedures

The Ministry said the launch is part of its early preparations for the Hajj 1448 AH season. It also said the package supports the goals of Saudi Vision 2030 and the Guests of Allah Service Programme.
