Hajj 2025: Makkah Entry Permits For Residents Mandatory From April 23

Saudi Arabia has announced strict new measures for entry into Makkah starting April 23, 2025. The Public Security Directorate confirmed all residents must now obtain official permits before entering the holy city during Hajj season.

Security checkpoints will deny access to anyone without proper authorization, turning unauthorized vehicles and individuals back immediately.

The permit system targets three key groups: Hajj pilgrims with official Tasreeh permits, Makkah residents holding valid IDs, and essential workers with approved holy site credentials.

All others – including Saudi citizens and expatriates living outside Makkah – must apply for temporary entry permits through digital platforms like Absher or Muqeem. Authorities warn that fake or expired permits will result in penalties.

Security forces will implement rigorous checks along all major access routes, including the Jeddah-Makkah Highway and Taif-Makkah Road. Officials confirm there will be no exceptions or last-minute approvals at checkpoints. The measures aim to control overcrowding and enhance security as millions of pilgrims descend on Islam’s holiest city.

Similar restrictions in previous years successfully reduced congestion and improved safety during the annual pilgrimage. Residents are advised to complete all permit applications well in advance through official channels. Those arriving without proper documentation will face immediate turnbacks with no opportunity for on-the-spot appeals.

The Hajj permit system represents Saudi Arabia’s latest effort to modernize pilgrimage management through digital solutions. As the 2025 season approaches, authorities emphasize these rules are mandatory for all, with strict enforcement beginning April 23. Travelers should prepare accordingly to avoid disruptions to their journeys.
