Three Categories of Service Providers

The Ministry of Hajj and Umrah has approved the evaluation results for companies that provide services to international pilgrims during Hajj 2026 (1447 AH). The evaluation covers three types of companies: those contracted by Hajj Affairs Offices, those contracted by authorized Hajj organizers, and those operating under the Direct Hajj model.

Within each category, companies are placed into one of three performance levels: Outstanding Performance, Very Good Performance, and Good Performance.

How the Evaluation Works

The Ministry scores each company using two criteria. Compliance with regulations and operational requirements makes up 60% of the score, while quality of service delivery makes up the remaining 40%.

To reach these scores, the Ministry uses field inspections, documented evidence, and pilgrim satisfaction surveys. Companies can also raise objections, which are reviewed before final results are approved.

The rankings are updated every year after each Hajj season.

Why the Ministry Publishes the Results

The Ministry said publishing the rankings increases transparency and lets pilgrims, agencies, and other parties see how each company performed. It also aims to push companies to keep improving their services for international pilgrims.

The Ministry linked the evaluation to its wider effort to improve Hajj services for pilgrims from abroad, under Saudi Vision 2030 and the Pilgrim Experience Program. It said the process supports fair measurement of company performance, encourages compliance with regulations, and promotes competition among service providers to adopt better operational practices.
