Saudi Arabia’s Ministry of Hajj and Umrah has unveiled guidelines for citizens and foreign residents seeking to perform Hajj in 2025, emphasizing priority for first-time pilgrims, health compliance, and accurate documentation.

Eligibility and Priority

  • Valid Documentation: Pilgrims must hold a national ID or residency permit valid until Dhul Hijjah 10 (the final day of Hajj). Expired documents will disqualify applicants.
  • First-Time Pilgrims: Priority registration is reserved for those who have never performed Hajj, except for individuals accompanying eligible pilgrims (e.g., caregivers for elderly or disabled worshipers).

Health and Vaccination Mandates

Prospective pilgrims must meet specific health criteria:

  • Compliance: Adherence to all Ministry of health directives, including movement schedules and accommodation guidelines.
  • Medical Fitness: No acute, chronic, or contagious illnesses that could risk personal or public safety.
  • Vaccinations: Proof of meningitis and seasonal influenza vaccinations is mandatory.

Registration Process

  • Non-Refundable Fees: Payments become final once the Hajj program begins, with no exceptions for cancellations.
  • Accuracy: Applications with incorrect or incomplete data will be rejected.
  • Advance Booking: Secure spots early via the Nusuk portal, the Kingdom’s official platform.

Compliance and Permits

  • Movement Protocols: Strict adherence to timetables for transit between holy sites (Mina, Arafat, Muzdalifah) is required to prevent overcrowding.
  • QR Code Permits: Pilgrims must print and carry their Hajj permit, featuring a scannable QR code, throughout the pilgrimage. Sharing or transferring permits is prohibited.

Hajj, one of Islam’s Five Pillars, is a lifelong obligation for Muslims who are physically and financially capable.

With over 1.8 million pilgrims (including 1.6 million international visitors) attending in 2023, Saudi Arabia’s updated regulations aim to balance accessibility with safety, ensuring a seamless experience amid rising global demand.
