The Saudi Ministry of Hajj and Umrah has announced new regulations for the 2026 Hajj season, centralizing control over accommodation, transportation, catering, and sacrificial rites for all international pilgrims.
Under the updated framework, only licensed Saudi operators may provide services in Mecca, Medina, and Aziziyah, with all payments processed exclusively through the Nusuk Masar platform.
Key changes include a global deadline of August 23, 2025, for Mina and Arafat camp reservations, requiring deposits processed through Nusuk Masar.
The Adahi Project becomes the sole authorized channel for Qurbani (sacrificial animal) purchases worldwide, eliminating private arrangements with farmers.
The ministry emphasized that off-platform payments will not be recognized—a measure targeting money laundering and tax evasion.
Additionally, all pilgrims must submit valid medical certificates confirming travel fitness, while national Hajj agencies must partner with authorized Saudi medical providers for onsite care.
