Those transporting or sheltering illegal pilgrims face the maximum SR100,000 fine, with penalties multiplying per violation. Individuals attempting Hajj without permits will be fined SR20,000, deported, and banned from Saudi Arabia for 10 years.

Authorities will confiscate vehicles used to transport unauthorized pilgrims. The measures target all forms of illegal Hajj participation, including visa holders entering Makkah during the restricted period.

The crackdown follows years of safety concerns caused by unregistered pilgrims. Security forces will implement strict monitoring, including digital permit checks and road inspections.

Saudi officials emphasize these rules protect the safety and sanctity of Hajj for all legitimate pilgrims. The strict enforcement aims to prevent overcrowding and maintain order during the pilgrimage season.
