Ahead of Hajj 1446 AH, the Saudi Ministry of Interior has declared that, beginning Tuesday, 1 Dhu al‑Qa’dah 1446 AH (April 29, 2025), all non‑Hajj visa holders will be prohibited from entering or staying in the city of Makkah. Only pilgrims with valid Hajj visas will be granted access.
The ministry also outlined comprehensive arrangements and procedures to safeguard the safety and security of Hajj pilgrims:
Umrah Entry & Exit Deadlines:
- Last day to enter Saudi Arabia for Umrah: Sunday, 15 Shawwal 1446 AH (April 13, 2025).
- Last day for Umrah pilgrims to exit: Tuesday, 1 Dhu al‑Qa’dah 1446 AH (April 29, 2025).
New Makkah Entry Requirements (from Wednesday, April 23, 2025):
- A valid work permit, or
- A valid residency ID (iqama) showing employment in Makkah, or
- A valid Hajj permit.
Suspension of Umrah Permits via “Nusuk” Platform:
- Suspension period: Tuesday, 1 Dhu al‑Qa’dah 1446 AH (April 29, 2025) through 14 Dhu al‑Hijjah 1446 AH (June 10, 2025).
Visa Restrictions for Makkah:
- All visa holders not on Hajj visas will be barred from entering or remaining in Makkah starting April 29, 2025.
These measures aim to streamline pilgrim flows, reduce congestion, and enhance security during the upcoming Hajj 1446/2025 season.
Pilgrims and visitors are urged to comply with the new regulations and complete any necessary travel arrangements before the specified deadlines. The Ministry of Interior emphasized that violations will incur legal penalties.
