The Saudi Food and Drug Authority (SFDA) has implemented streamlined procedures for Umrah pilgrims requiring controlled medications.
The new digital permit system allows travelers to obtain clearance for narcotics and psychotropic substances before arrival in Saudi Arabia, ensuring uninterrupted treatment during religious observances.
Pilgrims must register on the SFDA’s Controlled Drug System (CDS) at cds.sfda.gov.sa. After account creation, applicants submit:
- Patient identification documents
- Valid medical prescriptions
- Travel itinerary details
- Medication specifics (trade names, ingredients, quantities)
The platform permits multiple medication requests per application. Real-time tracking shows request statuses: Submitted, Completed, Rejected, or Incomplete. Approved permits require immediate printing for border presentation.

Critical Requirements
- Prescriptions must specify medical necessity
- Original medication packaging must match application details
- Maximum 30-day supply per substance
- Permits valid only for declared travel dates
This system replaces manual approvals, eliminating airport delays.
Pilgrims are advised to start the clearance process well before travel dates so paperwork is ready on arrival. All inquiries and updates about the CDS appear on the SFDA site and within the platform itself.
