Saudi Arabia’s Ministry of Hajj and Umrah has issued a comprehensive set of service requirements that every licensed Umrah service provider must follow to guarantee high-quality care for pilgrims.
In an official statement, the ministry outlined the core services providers are obliged to deliver:
- Arrival Reception: Pilgrims must be welcomed at major entry points—airports, seaports, and land crossings—with clear signage, assistance with immigration procedures, and guidance to transportation services.
- Licensed Transportation: All ground transfers between holy sites, accommodations, and airports must use ministry-approved vehicles, equipped for comfort and safety.
- Approved Accommodation: Pilgrims are to be housed only in facilities that hold valid licenses, meeting standards for hygiene, accessibility, and proximity to the Haram shadows.
- Departure Assistance: Service providers must coordinate “farewell” arrangements, including timely transport to departure points and help with check-in procedures.
- Regulatory Compliance: Staff must remain fully aware of—and educate pilgrims on—current Hajj and Umrah regulations and digital permit systems.
- Health Care Provision: Routine medical support, including first aid stations and nursing staff, must be available to address pilgrims’ health concerns.
- Emergency Follow-Up: Providers are responsible for rapid response in urgent situations, coordinating with the ministry’s emergency command centers to ensure continuity of care.
The ministry emphasized that adherence to these standards is subject to regular audits and may affect a provider’s license renewal.
Pilgrims and travel agents are encouraged to verify a provider’s licensing status and service commitments through the Nusuk Masar platform ahead of their journey.
